Shelbyville 2075: Legacy in Motion is a community-driven 50-year blueprint designed to help guide the future growth, identity, and long-term prosperity of Shelbyville and Bedford County. Built through collaboration between residents, students, businesses, educators, local leadership, and regional partners, the plan focuses on four key pillars: Quality of Place, Economic Growth, Talent Development, and Tourism. More than a strategic plan, Legacy in Motion is a commitment to intentional growth, preserving the character and heart of Shelbyville while preparing future generations for greater opportunity, connection, and community pride.

Goal 1: Thrive with quality places for people and possibilities.

Goal 1 focuses on strengthening the everyday experience of living, working, and gathering in Shelbyville-Bedford County by investing in the spaces that shape community life. This includes revitalizing downtown and the riverfront, improving parks and recreation, expanding workforce housing, and creating stronger connections through sidewalks, trails, greenways, and public gathering spaces.  

At its core, this goal recognizes that quality of place is more than infrastructure, it is about creating a community where people feel welcome, businesses want to invest, young professionals choose to stay, and visitors want to return. Through thoughtful placemaking, beautification, multimodal connectivity, and family-centered amenities, Shelbyville can preserve its historic character while preparing boldly for future growth and opportunity.

Goal 2 centers on strengthening Shelbyville-Bedford County’s economic foundation by supporting existing businesses, attracting new industries, empowering entrepreneurs, and expanding long-term investment opportunities. The plan recognizes that economic growth is not just about jobs—it is about creating optimism, stability, innovation, and a stronger future for families and businesses alike.

This goal includes supporting small businesses, marketing Shelbyville as an advantageous place to invest, growing the entertainment economy, and leveraging emerging opportunities such as MTSU Aerospace and TCAT workforce expansion. Through strategic partnerships, business retention, tourism activation, and industry diversification, Shelbyville can strengthen its economy while preserving the character and authenticity that make the community unique.

Goal 3: Equip talent pipeline with skills for the future.

Goal 3 focuses on building strong connections between education, workforce training, and local industry to ensure Shelbyville-Bedford County develops and retains a skilled, future-ready workforce. This goal includes expanding career and technical education, increasing work-based learning opportunities, strengthening partnerships between schools and employers, supporting workforce reskilling, and addressing barriers such as transportation and childcare. By aligning education and workforce systems with the needs of emerging industries, Shelbyville can create a stronger talent pipeline that supports both economic growth and long-term community prosperity.

From the historic downtown square and Duck River to the Walking Horse tradition and emerging entertainment districts, the plan recognizes tourism as both an economic driver and a source of community pride.

This goal encourages the development of destination-oriented experiences that increase visitation, strengthen local businesses, support hospitality growth, and create memorable experiences for residents and visitors alike. Through strategic marketing, placemaking, events, riverfront activation, arts and culture, recreation, and entertainment investments, Shelbyville can build a stronger identity as a place people want to explore, experience, and return to for generations to come.
